Ministry of Public Administration is composed of:

 

Secretary: Is the administrative head & the Principal Accounting Officer.
Wing: Wing is composed of branches. Additional Secretary & Joint Secretary are the head of the wing.
Branch: Branch is composed of sections. Deputy Secretary is the Branch head and works under the wing.
Section: Section is the basic working unit. Senior Assistant Secretary/Assistant Secretary is the Section head & works under the branch. 

 

1. There are other section officer namely Law Officer, Statistics & Research Officers

2. There are some deputy secretaries who are working in the sections as super-new-mary DS temporarily due to scares of branches.

 

The ministry is composed of the following wings:

A. Additional Secretary &

B. 6 wings:

1. Administration wing (Admin-W)

2. The Appointment, Promotion and Deputation Wing (APD-W)

3. The Career Planning Wing (CPT-W)

4. The Regulations Wing

5. The Discipline and Law Wing

6. The Organization and Management Wing (O & M-wing)

The branches under Additional Secretary:

          1. DS-Development & Implementation branch (D & I)

          2. DS-Confidential Report Branch (CR)

 This Wing is responsible for:

    • Development projects of the Ministry of Public Administration;
    • Implementing National Training Policy
    • Annual Confidential Reports

In addition, Additional secretary is responsible for providing necessary supervisory support to:

  • Bangladesh Public Administration Training Centre (BPATC) including Regional Public Administration Training Centres (RPATCs),
  • Bangladesh Civil Service Administration Academy (BCS Administration Academy)

1. The Administration Wing:

 

Branches under this Wing

        1. DS-Administration-1,

        2. DS-Administration-2,

        3. DS-Secretariat & welfare, 

        4. DS-Publication & Transport                                       

This Wing is responsible for:

        1. Overall internal administration of the Ministry of Public Administration;

        2. Transfer/posting of Senior Assistant Secretaries and Assistant Secretaries in different ministries

            and divisions.

        3. Posting of Private Secretaries and Assistant Private Secretaries to Hon’ble Ministers, State

            Ministers, Deputy Ministers and of functionaries of equal status;

        4. Posting of officers and staff within the Ministry of Public Administration;

        5. Transfer/posting of administrative officers at the offices of Commissioner, Deputy

            Commissioner and Upazila Nirbahi Officer;

        6. Providing advance payment(s) to the members of BCS (Administration) Cadre, as applicable;

        7. Settlement of payments of the retired and deceased members of the officers and staff under

            the administrative control of the MOE;

        8. Audit compliance,

        9. Preparation of budget of the Ministry and of attached departments, etc.

      10. Budget of Ministry of Finance and its control.

  In addition, this Wing provides necessary support to:

  • Department of Printing, Stationary, Forms and Publication,
  • Government Employees’ Welfare Department and Board of Trustees,
  • Directorate of Government Transport.

2. The Appointment, Promotion and Deputation (APD) Wing:

 

Branches under this Wing

  1. DS-Senior Appointment

  2. DS-Field administration

  3. DS-New & Foreign Appointment

This Wing is responsible for:

        1. Transfer/posting of cadre officers and officers of equal status at different Ministries, divisions,

           departments, directorates, etc.;

        2. Placement of officers of different levels for field administration;

        3. Promotion of officers at higher levels;

        4. Freign and local appointments;

        5. Personnel matters of all officers of Administration cadre, and officers of other cadres and

            non-cadre officers appointed Deputy Secretary and above to the government etc.

 

3. The Career Planning Wing:

  1. DS-Public administration computer center (PACC):

  2. DS-Career Planning

  3. DS-Foreign & Local Training

This Wing is responsible for:

  • For ICT service, web site development, appointment of foreign and local consultant and basic training on computer
  • The Maintenance of the Personnel Management Information System (PMIS) of the officers at the levels of Secretary, Additional Secretary, Joint Secretary, Deputy Secretary and officers belonging to Bangladesh Civil Service (Administration) cadre; and also the officers of other cadres from Deputy Secretaries and above
  • Career Planning of the officers of the Administration cadre and officers at the level of Deputy Secretary and above;
  • Liaison with other cadre controlling Ministries for harmonization of recruitment at the entry level in different cadres.

4. The Regulations Wing:

        4. DS-Specialist

This Wing is responsible for:

        1. Preparing, amending, etc. Recruitment Rules and framing rules relating to different cadres;
        2. Examining and providing opinion on different rules relating to non-cadre employees at different

            levels;
        3. Providing interpretation of rules and regulations on service matters to different ministries and

            divisions of the government;
        4. Updating Public Administration Manual and other rules, regulations on service matters; and
        5. Issues relating to separation of the executive from the judiciary, etc.

5. The Discipline and Law Wing:

        1. DS-Disciplene-1
        2. DS-Disciplene-1
        3. DS-Law cell
        4. DS-Enquiry-1
        5. DS-Enquiry-2
        6. DS-Law officer

This Wing is responsible for:

        1. Disciplinary procedures regarding all officers under administrative control of  the Ministry
            of Public Administration.
        2. To provide clearance for the officers’ under the control of the Ministry of Public Administration in
            respect of promotion, time-scale/ selection grade, foreign training, foreign posting, payment of
            retirement benefit etc.;
        3. To provide opinion on disciplinary issues to other Ministries/divisions;
        4. To represent the government before the Court matters and issues concerning service;
        5. To provide clearance for procurement of land and other assets by government servants in
            accordance with the provisions of The Government Servants (Conduct Rules),1979;
        6. To provide clearance to government servants under control of the Ministry of Public Administration for
            publication of books/articles etc.

6. The Organization and Management Wing:

This Wing is responsible for:

        1. Creation of a Ministry/Division or any office and abolition thereof;
        2. Reorganization of a Ministry/Division or Offices;
        3. Creation of new posts;
        4. Retention of temporary posts and making permanent thereof;
        5. Transfer of posts from development budget to revenue budget;
        6. Approval of organogram and any change thereof;
        7. Review of organogram;
        8. Review of secretariat instructions;
        9. Conducting administrative research
       10. Compilation of data/statistics of civil employees for manpower planning;
       11. Giving opinion on the above matters, if any.
